Minutes of the Meeting of Council held at 7pm on Wednesday 29 April 2020

 

Due to Coronavirus and social distancing restrictions, this meeting was held via a telephone conference call.

 

 

PRESENT:  Councillors: Gareth Evans, Paul Emmerton, Susan Jones, Ann Guard, Linda Bolchover, Ros Holt, Lyneth Howells, and Barbara Small.  Clerk to the Council:  Allison James

2.         DISCLOSURES OF INTEREST FROM MEMBERS:  None received.

 

3.         MEETINGS WITH: None held due to Coronavirus guideline restrictions.

5.  COUNCIL MINUTES: 5th February 2020.

a)  The Minutes were accepted as a true record.

b)  Matters Arising: The written report of the Clerk regarding matters arising and subsequent actions taken was noted.

 

6. REPORT BY THE WARD MEMBER:

There was no official report from the Ward Member due to the short notice of the telephone conference call and the restrictions of the current situation.

Cllr Gareth Evans opened the meeting by welcoming the new clerk, Allison James, to the Community Council.

 

 

8. REPORT OF THE CLERK

(a)           Miscellaneous

The Clerk had prepared a list of topics to report via the telephone conference call.

 

1. Flowers were sent to Cllr Viv Davies, who is unwell and is exempt from all council business until further notice, as she has been told to have complete rest.

2.  Handover is complete from Serena Thomas, the outgoing Clerk and the new Clerk is currently waiting delivery of the office equipment, which is to arrive on Thursday evening, 30 April 2020.

3.  The forms for the bank account change of signatories and to add Allison, the New Clerk, as an authorised user, have all been signed and returned from the relevant Councillors and will be posted as soon as possible.

4.  The website has been updated with news about meals prepared by Nomad Bar and Kitchen and delivered by Gowerton RFC volunteers. The Clerk is also in the process of updating names, telephone numbers and other relevant information about Covid19 affecting meetings until further notice.

5.  A grant payment from Western Power Distribution has been awarded in the sum of £3000. This is to help fund the volunteer efforts to provide food and services to the vulnerable and isolated members of the community during the Covid 19 lockdown, and also to fund a celebratory event afterwards in order to thank those involved for their hard work.

8(c) CORRESPONDENCE –

 The items of correspondence were noted.

1.  An email received from Miss P Treiber-Johnson was received regarding problem trees near woodland.  Allison will send an email to CCOS for advice.

2. An email received from One Voice Wales requesting completion of a survey to show why local councils should have priority access to the Welsh Governments support to make up for lost financial income and additional costs in during Covid 19 lockdown.  It was mentioned by Cllr Small, that Gowerton Community Council were at a loss, seeming as two month’s wages have been to paid to both Clerks due to Covid 19 and the ensuing complications with the handover process.

 

 

9     QUESTIONS FOR BUSINESS

1.  Cllr Evans advised that the financial records are due to be received from the outgoing Clerk.

2.  Cllr Lyneth Howells offered congratulations to Cllr Susan Jones for the hard work she has done in co-ordinating a list of volunteers to provide help, support and delivery of meals to the vulnerable members of the community. The delivery of 36 Sunday lunches, provided by Nomad and delivered by Gowerton RFC were very well received.  All Councillors agreed that Cllr Jones has done an excellent job of co-ordinating the scheme.

3.  The question was raised whether Bay Landscaping were still carrying out their contractual duties of maintaining the various grass areas of Gowerton.  The Clerk will contact Bay Landscaping.

4.  Cllr Jones suggested Gowerton Community Council send flowers to a local resident who is celebrating her 100th birthday on  13 May 2020.  The Clerk will arrange this.

5.  Cllr Jones has arranged for volunteers to tidy the square garden opposite the Co Op in the middle of the village.  This is usually maintained by Cllr Viv Davies, however, due to current ill health, she is unable to undertake her great work.

6.  The police have been to visit residential gardens in Gowerton who have been reported for holding BBQs and gatherings during the Covid19 lockdown.  There have been no reports since.

7.  Clerk is to check on whether payment of £18 has been made for the Heart of Wales Line.

8.  Clerk to check on the framed photo, featuring previous Gowerton Parish Councillors to come over from the outgoing Clerk.

9.  Clerk to check whether issues with pavement on Sterry Road has been reported.

10. Clerk to check if money raised for RNLI has been credited as yet.

 

10   PLANNING MATTERS

 

Plans submitted for rear of 46 Cae Mansel Road. No objections were raised.
