Cllr Jones gave the following report:

Meetings attended:- School Scrutiny Performance Panel.

I attended many functions over the Christmas period.  I worked with many of the Councillors from the City and County of Swansea to deliver the Community Meal in the Brangwyn Hall for vulnerable and homeless people in Swansea. This consisted of a two course meal of turkey and Christmas pudding.Trading Standards provided shoes, boots and trainers that had been confiscated during their operations. There were toiletries donated, warm coats provided, children’s toys donated and entertainment provided by volunteers.  


During my surgery I received complaints of traffic accessing Mansel Street the wrong way, which is of great concern to the residents.  

I have also arranged for litter picking packs for a few of our residents to volunteer to do litter picks around the village, which is a very welcome initiative.

I have made visits to the Planning Department to discuss applications which have been submitted in the village.  I attended the Planning Committee and spoke on the Cefn Gorwydd Site but unfortunately the amendments to the application have been supported.  A resident approached me with concerns on the comments on the coal mining problems in the area.  I have written to the Coal Board for clarification on their communication with Swansea Planning Department and am awaiting their reply.

I have had a site meeting with the Highway Department at Elba Street and discussed the problems with accessing and egressing the road.  Highways are going to draw up a plan for me to present to the residents of Elba Street. I also asked them to visit the Coop roundabout site and to look at the entry into Sterry Road off the inner link road approaching for the Doctors.


I have dealt with many individual concerns with some of the residents and held a surgery at the beginning of the month.

Attended Gowerton Parish Carol Service together with Ros Holt who read the reading on behalf of the Community Council.


Continued to approach Businesses for Raffle prizes. Liaised with Barbara re distribution and consequently made arrangements for the Llanelli Branch of Wales Air Ambulance to receive the cheque of £208.


Made further enquiries with Highways Department regarding possible alterations to the pavements in Sterry Road relating to location of new Notice Board and received eventual confirmation/clearance of site.

10 Dec 2018

Attended Flood Relief seminar. As the course was full, I was only able to attend the few hours of initial training in regard to new legislation for planning which is to encourage management of surface water. From 6th January all planning applications for residential areas are to include some initiatives to slow down the run-off of rainwater. This can include special roofs, drainage tanks in gardens, ponds alongside roads/pavements and permeable pavements. Unfortunately, for Gowerton this requirement cannot be backdated on applications made before 6th January.

Discussed banking arrangements with Clerk Serena regarding signatories and suitability of present banking arrangements. Made enquires to One Voice Wales and obtained advice re the banking arrangements. With the Clerk, deposited the accounts files for standard scrutiny by Auditors.

Worked on and attended Santa’s Grotto in Rechabite Hall

Received further confirmation from quorum of the Council regarding the Notice Board.

Attended  and took part in Charity event in St Johns Church


Liaised on numerous occasions with Design print regarding the map for the new Notice Board. Inserted corrections in design, directional arrows and ensured bilingual (Welsh/English) for main institutions Churches, Library, Post Office etc.


Did a site visit to back of the proposed development in old LMR to check parking and also whether any kitchen vents from the neighbouring business would affect the windows on the new development.

Attended Swansea City Carol Service at the invitation of the Lord Mayor, together with Archbishop of Swansea, the Archdeacon of Gower, the Lord Lieutenant of Glamorgan. My husband and I attended a quite beautiful, meaningful service in the heart of Swansea in St Mary’s Church

  RESOLVED that:

The written report submitted by the Clerk was noted.    RESOLVED that:

1.  Feedback on Father Christmas Grotto – Went very well, lots of positive feedback.  For next year it would be good to consider further battery operated lights for outside.

2.  Total amount of funds raised at the Father Christmas Grotto was £208.  This will be paid to Wales Air Ambulance.

3.  Community council Cupboard.  This will be organized by the Clerk, to get rid of any older paperwork (however financial paperwork to be kept for 7 years) and confidential disposal to be arranged.

4.  Cllr Gareth Evans passed on the paperwork for a ‘Council Health Check’  This outlines what all councils should have in place.  This is a lengthy list, however in the next cupl of months clerk will go through all policies etc.

5.  Precept for 2019/20 year.  It was agreed that no change would take place this year to the amount payable per household.  (£17.36 per ‘D’ property 1951 properties)  Information has been sent to County Council.

6.  Future ideas for projects/events for Council.  Members would like to be involved in the future improvement of the cricket pavilion as this is currently looking in to being restored.  Clerk to contact to see what Community Council can assist with.

 The items of correspondence were noted.   



1.  Drains that need clearing: Mount Street/Mansel Street (these have silt to the top!, outside 93-95 Cecil Rd, Brynymor Road, outside 85 Cecil Rd cover is broken, railway carpark and outside the bottom of Library (Mansel Street)

2.  Outside no 4 Victoria rd. there is a dip in the road surface which when cars go over it are making it look like the car is flashing its lights this is giving the wrong impression to fellow motorists as it is an entrance to the junction.

3.  There is a huge metal gate on the Bethel Chapel (Sterry Rd) this is hanging out and is dangerous.

4.  Gower Groomer lights are still o and the Christmas tree is still there and needs to be removed.

5.  The shed for the rear of the Rechabite – the builder will liase with Rechabite hall for most convenient time to install.

6.  It has been reported that at the Gowerton surgery there have been some inconsiderate drivers blocking the disabled parking spaces.

7.  The old lampposts (Mill Street/Church Street) these are the oldest lampposts in Gowerton so it would be good to have these preserved.    Clerk to look into companies that could carry out this work.

8.  Resident who won the raffle prize for Health Solutions unfortunately has misplaced the voucher.  Clerk to contact owner for replacement.

9.  Bus stop sign is needed on Cecil Rd (opposite Gowerton Comp) at entrance to Bay tree close.

10.  Potholes – on approach to Gowerton (railway to Elba St from Gorseinon), on junction of lower Talbot street/Cecil rd and outside no 38 Cecil Rd.

11.  From Woodlands – Oakwood Drive the lane needs to be cleared of leaves as it is becoming treacherous.

12.  The cycle path entrance on the bend (Oakwood Drive) is being parked over and is becoming very dangerous.  Some traffic parking limitations need to be considered.

13.  For info.  Recently in St Johns Church car park, a large loose dog attacked another dog.  They were separated but this incident was reported to the Police.

14.  Events coming to the Rechabite Hall; - Community Coffee morning on coming Saturday between 10-12 and a free antiques valuation morning on Monday 21st between 10-12.

15.  For info.  The annual Thai community event took place very successfully on Saturday and was very well attended.



Following was resolved by Council:

1. For info 2018/2554/NMA | Non Material Amendment to planning permission 2017/1451/OUT granted 10th August 2018 to modify the wording for conditions 13 and 14 to alter the timing for submission and carrying out of the intrusive site investigations associated with the mining legacy. Cond 13 - change from 'prior to the submission of the RM application' to 'the RM application shall be accompanied by...'. Cond 14 - change from 'the RM application shall be accompanied by' to 'Prior to the commencement of development'. | Former Cefn Gorwydd Colliery Gorwydd Road Gowerton Swansea.

Concerns to be raised with regards to the coal mining issues.

Objection – traffic issues, pollution, shared bus facility , Cecil road is already traffic overloaded.

No Objection – noted this may set a precedent for the over intensifying of a small hamlet.
