92. TO RECEIVE THE REPORT BY THE WARD MEMBER:

Report for January 2021.

 

Continuing Lockdown through this month has been a challenge.  The weather is depressing and the dark nights have contributed to this horrendous month.

 

During this month I have attended Teams Meeting for Education, joint Adult and Children’s Scrutiny Boards, Corporate Parenting Board, Development and Regeneration Scrutiny, and Full Council.  I have also been trained for E voting on the computer. There has also been an appointment of the Director of Education – the post was awarded to Helen Morgan Rees and I offer my congratulations and best wishes to her.

 

There are still many issues with the dog fouling bins which is ongoing.  There have also been a few issues with the black bag collection in Sterry Road and the food bank, which I am dealing with.

 

Our LAC (Joanne Edwards) has handed in her notice to take up a post in the Health Authority CAMHS service.  She has contributed greatly over the last year and I would like to send best wishes to her in her new post.  I have been informed that there is a new LAC being attached to the village.  Hopefully when the lockdown has eased, we will continue with our Health Walk on the Elba which Joanne started.

 

The installation of a bus shelter near CK’s is imminent, the Authority have appointed a contractor for this purpose.

 

Myself and Allison James (Clerk to the Community Council) had a Zoom Meeting with Oliver Wicks (Ramblers) and Jennifer Barfoot (Network Rail) to look at the footpaths in the area with a view to producing a leaflet for Gowerton.  Allison has passed on the old leaflet which was produced under Lliw Valley Council and ourselves.  Oliver has offered to speak to Community Council and perhaps offer training for any future groups.  We discussed the possibility of a bike hire station at the Railway Station to encourage use of the great cycle paths in the area, improve health, and promote the businesses in our village.  Perhaps we could itemise this for a future meeting.

 

Gowerton Library is having a new heating system being installed in the next few weeks which will result in the closure of the reduced facility for a week.  I have to pay tribute to the staff for the dedication to the village of Gowerton and North Gower, because for the last year they have worked without heating in the building.

 

Gowerton Doctors are vaccinating many of the vulnerable patients of our area. I have received many expressions of gratitude for their organisation and efficiently during this time.  I would like to thank them for their commitment.  Many of the patients are being directed to the Centre in Gorseinon and again both the Health and the Army have been hi-lighted for the service and efficiency of this system.

Also, the Carpark transfer to the Doctors is being progressed and when I have any further news, I will let you know.

 

The Road diversion is in operation at Park Road to accommodate the building of Ysgol Gyfun Gwyr.  Some of the residents were given a short tour of the new site by the contractor.

 

All the trees in the Park Rd play area and surrounding area have been assessed and the dead wood branches have been removed.

 

The black bag situation at the L and N is being addressed and they should hopefully be removed as soon as possible.  I spent a considerable amount of time today (Wednesday) in discussion with Officers from the City and County of Swansea to look at this issue and have been assured that they will be removed as soon as can be arranged.

 

The Planning Application of Cefn Gorwydd to increase the affordable houses and be released from the educational contribution has received about 295 objections from residents in Gowerton and Waunarlwydd.  This application will have to be decided by the Planning Committee of the City and County of Swansea.  The original application for this site was agreed by a casting vote of the Chairperson.  Knowledge of mine shafts were hi-lighted by the original objectors of this site and the costings which now seem to be the reason for this applicant asking to reconsider the 106 Agreement.

 

I have dealt with individual issues for residents of Gowerton again.

94A  REPORT OF THE CLERK

 

 

1.         Instagram Account – we currently have 248 followers and 84 posts.

 

2.         Clerk to look at membership of SLCC – need to register for the CiLCA course.

 

3.         Clerk to register for NEST pension scheme as previously discussed.

 

4.         Internal auditor, Lyn Llewelyn has increased his fees by 20%. 95. QUESTIONS FOR BUSINESS

 

1.    Cllr Ann Guard suggested putting a link to Swansea Council website to report potholes on the Instagram account.

 

2.    Cllr Viv Davies said that the ground around the poppy seat on the bypass is very wet and could we aske the council to put some concrete slabs there. Clerk to contact Ceri Davies in Swansea Council.

 

3.    Cllr Ros Holt said she has reported the potholes on Sterry Road. She has been to the railway station and cut back the brambles and cleared branches from a tree on the allotment that were thrown onto the railway.

 

4.    Cllr Gareth Evans attended the One Voice Wales meeting in January where they spoke about land which is owned by the council but not registered with the Land Registry. He also mentioned that there are free training places for new Councillors which will be running in March.

Welsh Government are not happy with the standard of audits in recent years and have brought in more stringent measures. Therefore, the fees of internal auditors will be increasing.

Local Government Bill 2019 – 16 & 17 year olds are to have voting rights in Wales and we need to encourage local residents to vote.

One Voice Wales are encouraging Town and Community Councils to be part of the Programme for Defibrillators.

Parks in Gorseinon are being improved.

Cllr Evans also mentioned that we need to check the air pollution control in Gowerton with the recent building works.

 

5.    Cllr Linda Bolchover said that residents in Cecil Road have had problems with flooding in gardens. Cllr Sue Jones said that it is a work in progress and a pump is being put in to take excess water away.

 

6.    Cllr Small emailed her questions for business – She said she tried to contact the Doctor on Ask My GP only to be told they were not taking emails. Cllr Small then tried to access it on her laptop and phone but had no success so tried phoning the Surgery. Cllr Small was then informed that if there are no more spaces available, you have to try to contact them again on the website the following day. Why doesn’t the web page say this, as if you are ill the last thing you want it to think you’re doing something wrong.
